The Los Angeles County Commission on HIV (“Commission”) is a federally required Ryan White HIV/AIDS Program Part A planning council established under Los Angeles County Code, Title 3, Section 3.29.010. Members are appointed by and serve at the pleasure of the Los Angeles County Board of Supervisors.
The Commission is comprised of volunteers who reflect the diversity of Los Angeles County, including people living with HIV, health care and social service providers, public health professionals, and community-based and AIDS service organizations. Members bring both lived experience and professional expertise to guide the Commission’s work.
The Commission serves as the County’s integrated HIV prevention and care planning body. It is responsible for countywide planning, community engagement, and aligning HIV prevention and care priorities.
The Commission is legislatively charged with the following responsibilities:
- Assess the scope and impact of the HIV epidemic in Los Angeles County, including existing and emerging community needs.
- Establish service priorities and make recommendations for the allocation of Ryan White Part A funds.
- Evaluate the efficiency and effectiveness of HIV services and the administrative mechanisms used to deliver them.
- Participate in integrated planning efforts for the organization and delivery of HIV-related health and support services.
- Ensure meaningful community and consumer input through public meetings and other engagement strategies.
- Monitor service outcomes to promote accountability, equity, and continuous quality improvement.
The Commission carries out its planning responsibilities in coordination with the Los Angeles County Department of Public Health, the Ryan White Part A recipient, and through structured input from funding recipients, consumers, and community stakeholders.
The Commission does not contract with, monitor, or oversee HIV service providers or HIV-related contracts. Contracting, provider oversight, and contract monitoring are the responsibility of the Division of HIV and STD Programs (DHSP) within the Los Angeles County Department of Public Health.
The Ryan White HIV/AIDS Program is a federal safety-net program that helps people living with HIV access care when they are uninsured or underinsured. Through inclusive planning, public input, and data-informed decision-making, the Commission helps ensure HIV resources are used fairly, effectively, and in ways that respond to the needs of communities across Los Angeles County.
The Commission completes much of its work through a strong committee structure.
- Executive Committee - serves as the Commission’s primary coordinating, oversight, and decision-facilitating body, ensuring that the work of standing committees, caucuses, and other subordinate working units is aligned, compliant, and advancing the Commission’s mission and integrated HIV planning responsibilities.
- Membership and Community Engagement Committee – ensures compliant and representative Commission membership while leading recruitment, training, orientation, outreach, stakeholder engagement, and resource development to support meaningful community participation and effective Commission operations.
- Planning, Priorities and Allocations Committee - serves as the Commission’s primary body for continuous needs assessment, comprehensive/integrated planning oversight, priority setting and resource allocations, and fiscal monitoring—ensuring that Commission decisions are data-informed, responsive to need, aligned with the continuum of services, and coordinated with the Division of HIV and STD Programs (DHSP) and other partners to reduce gaps, avoid duplication, and strengthen outcomes across HIV prevention and care.
- Standards and Best Practices Committee - leads the Commission’s work to strengthen the quality, consistency, and effectiveness of the HIV service delivery system by supporting clinical quality management, developing and maintaining service standards, identifying best practices, assessing service effectiveness, and advancing service system improvements in coordination with DHSP and other Commission working units.
- Caucuses and other working units - The Commission on HIV (COH) convenes several caucuses and other subgroups to harness broader community input in shaping the work of the Commission around priority setting, resource allocations, service standards, improving access to services, and strengthening PLWH voices in HIV community planning.
